Meeting:

Tuesday, January 31, 2012, from 5:00 to 7:00 p.m., in the Daniel Island School multi-purpose room, located at 2365 Daniel Island Drive, Charleston, SC 29492 on Daniel Island. The meeting will have a drop-in format, with displays for viewing. A formal presentation will not be given during this time. Parking will be available in the northern lot beside the school on Barfield Street which is adjacent to the Berkeley County Library.

In the future, if an official Public Hearing is held, a formal presentation will be given during the meeting and citizens will have the opportunity to make formal, verbal comments immediately following.

Purpose:

To provide information and solicit feedback from area residents concerning the proposed widening of Clements Ferry Road, beginning at I-526 and ending at S-8-119 (Jack Primus Road). Another purpose of the meeting will be to gather information from the public or any interested organization, on historic or cultural resources in the area. Engineering, Right-of-way and Environmental personnel from the South Carolina Department of Transportation (SCDOT) and Berkeley County will be available to answer questions.

This major road improvement project is being funded through the Berkeley County One Percent Sales and Use Tax funds.

Potential Gas Leaks

Potential gas leaks are a major safety concern for all residents and owners. Recently, a resident had an issue with a corroded pipe on the exterior of their home. SCE&G immediately turned off the gas to the unit and would not re-establish connection until the pipe was repaired. The cost was around $150-$200 and can be repaired from the outside of your home.

As a result of this discovery, the homeowner alerted us and the Board is now researching the possibility of having all homes inspected in the next couple of weeks. This would be done to ensure our collective safety and to avoid more costly repairs. If/when this is scheduled, you will be notified in advance, as all homes with questionable pipes that could result in a gas leak will be turned off by SCE&G. Owners would be required to make any necessary repairs prior to having their gas reconnected. It is highly recommended that all owners have a plumber check the gas lines to avoid any service interruptions. Otherwise, you will be subject to whatever SCE&G may find, which may or may not result in a service interruption until repairs can be scheduled.

As indicated below, the Lot Owner is responsible for all maintenance and repair of the lot and any structures on the lot that are not specifically mentioned in Article VI, Section One.

ARTICLE II

Definitions.

Section Four. "Lot" shall mean and refer to any plot of land shown upon the attached site plan or approved final plat, as reasonably amended by Declarant from time to time, with the exception of the Common Area, and shall include all improvements (including residential units) thereon.

ARTICLE VI

EXTERIOR MAINTENANCE AND PARTY WALLS

Section One. In addition to maintenance of the Common Area, the Association shall provide exterior maintenance upon each Lot as follows: paint and/or stain the exterior of the residential unit on the Lot; repair, replace and care for roofs, gutters, downspouts, exterior building surfaces, trees, shrubs (excluding those planted by an Owner), grass, walks, mailboxes, fences installed by Declarant or the Association, exterior post lights (excluding electricity therefore), and other exterior improvements. Such exterior maintenance shall not include glass surfaces. Further, the Owner of any Lot may, at his or her election, plant flowers in the front and rear beds established by Declarant in developing the Lot, provided that such maintenance by the Owner does not hinder the Association in performing its maintenance of the exterior of the residential unit and the remaining yard spaces. No maintenance by an Owner shall reduce the assessment payable by him or her to the Association. The Owner shall not plant any vegetation in the front yard except with the prior written approval of the Association.

(As a matter of information to future Members of the Association, the Declarant desires to make it known that due to differing amounts of exposure to the elements and other factors, some Lots may require more maintenance than others and that it is in the best interest of the entire Association that all units be properly maintained and that the Association shall be required to provide such maintenance provided for herein and make a uniform charge without regard to the actual cost of maintenance of each Lot.)

In the event that the need for maintenance or repair is caused through the willful or negligent act of the Owner, his or her family, or guests, or invitees, the cost of such maintenance or repairs shall be added to and become a part of the assessment to which such Lot is subject, which is not subject to any maximum. The Association is hereby granted an easement right of access to go upon any Lot for performance of repairs or maintenance, the responsibility of which is the Association's hereunder. Subject to the provisions of this Declaration as expressly set forth in the obligations of the Association, all maintenance, repair or replacement of the Lot and all structures, and other improvements located within the Lot shall be the sole responsibility of the Owner thereof who shall perform such maintenance in a manner consistent with the community and the applicable provisions of this Declaration.

2012 Assessments

Your Board of Directors recently met to discuss the operating budget for 2012. After much consideration, the Board agreed that several cuts were required to avoid any increase in assessments. The assessments will remain the same in 2012. However, an increase will be necessary in 2013. It is the Board’s goal for 2013 to increase the reserve contributions to the amount recommended by an independent reserve analyst while reinstating some of the services that were eliminated or reduced in the 2012 operating budget. A copy of the budget is included for your review.

The following are some of the key items discussed and approved for reduction or removal in 2012:

· Annual tree trimming & tree replacement was eliminated saving $6,750

· Proposals for splitting irrigation zones were eliminated saving $7,500

· Pine straw was reduced to one application for the year saving $11,050

· Pressure washing was eliminated saving $10,215

· Gate maintenance was eliminated saving $500

· Wildlife removal was eliminated saving $200

Although these cuts helped keep assessments the same, water consumption has continued to increase over the past 4 years. Since 2008, the annual water bill has grown from $111,500 to an expected $179,000 this year. This is an additional $68,000, or approximately $22.50 per door. Please see enclosure for details on how you can help reduce this expense. We ask that you all take this very seriously as it has played a significant role in how we have budgeted these past few years.

Your new coupon booklets were ordered and should arrive in time to pay your January assessment. Please remember that all assessments are due by the first of the month and are considered late if received after the 15th. If for any reason you do not receive your booklet please notify us immediately, but do not let this delay your payment.

Water Conservation Tips

Below is a list of water conserving tips that are sure to help reduce the monthly water bills.

Run your clothes washer and dishwasher only when they are full. You can save up to 1,000 gallons a month.
Use a broom instead of a hose to clean your driveway and sidewalk and save water every time.
Shorten your shower by a minute or two and you'll save up to 150 gallons per month.
Put food coloring in your toilet tank. If it seeps into the toilet bowl without flushing, you have a leak. Fixing it can save up to 1,000 gallons a month.
Grab a wrench and fix that leaky faucet. It's simple, inexpensive, and you can save 140 gallons a week.
Turn off the water while brushing your teeth and save 25 gallons a month.
Use a hose nozzle or turn off the water while you wash your car. You'll save up to 100 gallons every time.
Report broken pipes, irrigation leaks, malfunctioning sprinkler heads, etc. to Community Management Group.

Community Safety

To help ensure safety throughout the community, please remember the following:
1. Overnight street parking is not permitted. Street parking during the day is allowed for quick visits, but long term parking should be in the driveway, assigned parking spaces or visitor/guest spots as appropriate.
2. Children should be monitored while at play. Playing on the electrical boxes, mailboxes, etc. is dangerous. Children should not play on neighboring porches, front stoops or sidewalks without permission from the property owner.
3. Feeding and/or taunting the alligators in the ponds could cause the gators to become aggressive. Please keep a safe distance from the ponds and do not engage in any contact with the alligators.

Waste Industries Important Update

Effective July 1^st 2011 the new E-Scrap Law went into effect changing what items will be accepted at the Berkeley County Landfill. In accordance with the law, landfills will no longer accept for disposal loads containing the following covered devices.

Printers

Under no circumstances will Waste Industries be able to accept loads containing these items or any parts of these items.

Pressure Washing

Below is the notice for the upcoming pressure washing. Please be sure to remove all items from patios, on and under porches/decks and any surrounding area that may be affected by overspray. Please be advised that CMG has arranged for Superior View Inc. to pressure wash your complex beginning Thursday, September 29^th. The entire project will take approximately one week. You will receive a notice the DAY PRIOR to your building being cleaned. Cleaning will start at 8am. It is VERY IMPORTANT that you read the following information carefully.

· Front Porches and Back Patios should be free & clear of all personal items. This includes plants, doormats, wreaths, cushions or any other decorative items.

· Remember to close all windows & Do Not leave pets outside!

The cleaning solution used does contain a bleach product.

Everything is rinsed very thoroughly once cleaned. However, residents & guests need to be very aware of dripping areas & avoid when possible.

Stoplight Request Information

One of your neighbors, Ms. Willett, has been requesting a stoplight at the intersection of Clements Ferry and Sanders Farm for a year now. After making calls and sending a letter, she has yet to receive a response. If you are interested in seeing a stoplight installed, please contact the Department of Transportation at the address below. The more requests they receive, the more likely they are to respond.

Annual Meeting Summary and More...

Dear Homeowners:

Below is a summary of the Annual Meeting and information regarding feedback we have received from a couple of owners since the meeting.

Collection Policy: The collection policy was discussed including where the delinquent accounts stand in the process. Your elected Board and management are VERY active in these matters, monitoring all delinquent accounts on a regular basis. On a positive note, 11 of the 12 units that were foreclosed in the last 18 months have been purchased by paying homeowners.

Community Projects: Within this past year the Association has completed several projects to include the following.

Gutters were installed on the back side of all buildings in the front half of the community. Upon initial construction only the back portion of the community had gutters. The gutter installation has curbed many of the erosion and turf issues that were evident behind the buildings.
Drainage culverts were repaired. It was discovered that several of the drainage culverts were not sealed by the original contractor, causing ground water to seep into the piping thereby washing away the surrounding soil. There was significant erosion around the culverts that extended under the street in some cases.
Over 100 replacement plants were installed in the front of the buildings where previously plants have died and/or been removed. This will again be reviewed in the fall planting so we can address any casualties from the summer heat.
Sod was installed in several areas throughout the community.
New furniture was purchased for the pool area. There were 30 lounges and 10 side tables purchased. The Board is considering proposals for the addition of more flowers as well as a possible picnic table.

Upcoming Projects:

Replacement trees on the Tayrn buffer will be planted within the next couple of months-once the weather cools.
Pine straw will be applied this fall. It will include the front of all units, all of the beds, the Tayrn buffer and the rear of the units with elevated porches.

Insurance Information: There was discussion where mortgage companies have contacted owners concerning flood insurance coverage amounts. Each unit (not building) in Beresford Commons is insured for $200,000 and includes $80,000 in contents coverage. Typically, townhome policies are written per building so there can be confusion. Owners who receive a letter from their lender can refer that letter directly to the Association’s agent. Contact information is on our web site.

Electrical Issues: Several owners have reported electrical issues or hazards that seem to be related to installation. It was suggested that owners have their electrical outlets and systems inspected by a licensed electrician. One homeowner has suggested a class action lawsuit and/or to contact the electrical contractor that performed the work. Because the electricity is the unit owner’s responsibility to maintain, Association funds cannot be expended for these issues. However, affected owners could come together as a group to discuss the matter.

Water Heaters: A few homeowners brought up concerns with water heater installations. It was suggested that owners have their water heaters and gas lines inspected by a licensed plumber. The company that it is believed to have installed the original water heaters for Portrait Homes is American Water Heater. They can be reached at 1-800-999-9515.

Water: The water expense for the Association has increased consistently over the last two years. Please keep in mind that this is for water usage within the units so being conservative in your water usage will help keep the costs down. The annual water budget was $128,000 in 2010 and was increased to $137,000 this year. The water is currently $6,000 over budget as of July 31^st.

Budget: The budgeting process is very scientific and thorough. The resulting figure is the Assessment and not the other way around. The Assessment is the minimum figure required to operate the Association and pay insurance.The Board is continually reviewing budgeted expenses. Several lines will be considered for reduction in 2012, however other areas clearly will need to be increased based on the true and accurate costs to operate the Association. When property insurance premiums were reduced in 2009, the Board utilized the unused budgeted funds to offset increased flood coverage premiums. Previously, each building was insured for $250,000. If a building has 5 units, each unit was only insured for $50,000 of flood coverage. This was well under what it should have been.

2011 Budget: Regrettably, the premium savings from the current year were consumed due to increasing delinquency figures from several non-paying owners, but overall the Association is in good shape year to date (YTD). The actual billed income is about $12,000 more than what was budgeted. The YTD expenses are about $12,500 under budget. This is mainly due to substantial savings negotiated on insurance premiums. The Reserve Balance is just over $391,000.

Refundable ARB Fee: The Board affirmed that $75 must be submitted for any major exterior improvements. However, once the project is complete, the Board will make an inspection and as long as everything is in line with the original application and approval, the $75 will be returned to the owner.

Individual owner concerns:

Meeting proxies and board experience: Despite suggestions by a homeowner to the contrary, the majority of votes for those elected to the board came from the ballots at the annual meeting, not paper proxies. The tone of the meeting was clearly in support of the efforts of the current Board and their continued service to Beresford Commons. The personal and professional experience on the Board is diverse. Although there are no real estate agents on the Board, they do receive a monthly report which lists recent listings, recent sales and units under contract. The Board understands that real estate trends are important as they directly affect the home values in the community.

Board composition: Questions were asked as to the professional vocations of the current Board: Ashley Cornwell is an Assistant Solicitor for Berkeley County. Dominic Lowe is a Project Manager in the home fragrance industry. Jon Carroll is a Financial Advisor. Beth Hughes is the Director of Contracts for an engineering firm. Andy Ruocco is Project Manager for an environmental engineering firm.

Pet Waste: It was mentioned that the Board president was picking up pet waste and trash on a weekly basis for a fee. It should be noted that Mr. Lowe reluctantly agreed with the rest of the Board to add this service, as he had apprehensions about the quality and integrity of the work that would be performed. However, he elected to bid on the service, along with others, to attempt to ensure these standards. His bid was selected after the Board considered both the cost (the lowest of the bids) and that having a homeowner provide this service might be an advantage to the community. Since taking it on, Mr. Lowe has included trash pickup in his duties, everything from cigarette butts to larger items such as bottles, loose mail, etc…. Performing this function also provides him the unique opportunity of walking the property and noticing other issues, such as irrigation problems, landscaping and erosion issues, and many other concerns that may affect the community’s value and quality of life. This is, in fact, how the sink hole/drainage culvert issue was identified. And last, it has allowed the Board president face time with several of the residents to discuss concerns they may have or to mention how much they appreciate what is done for the community. The advantages extend so that the quality of the community can be maintained at a high level.

The Board has continually considered and reconsidered the pet waste pick-up service each year. During periods where the service was poor or not provided in the past, there were a multitude of complaints from residents, therefore it has remained in the budget each year. Despite suggestions to the contrary, there is no other company that is contracted to pick up pet waste and this is not a duplicated effort. It has been suggested that the Board should eliminate the cost and just have everyone police the immediate areas around their homes. The Board has considered that the cost is only $1.33 per month per owner. And based on the volume of complaints and the impracticality of identifying the perpetrators, the Board affirmed that members would rather pay the $1.33 per month than have the pest waste patrolled by the residents.

Financial transparency, fines and enforcement: Financials are available for all homeowners to review. If anyone would like to set up an appointment, we will have the financials ready and we will be available to answer any questions that you may have. Certain federally (FDCPA) protected information (delinquent accounts) have to be redacted and this calls for advance effort on the part of management. All collected revenues are deposited into the operating account of the Association including any fine imposed after a process of warning letters is exhausted. Owners were reminded that any applied minor fine will likely be conditionally waived upon request with the understanding that if the violation occurs again the fine will be reinstated and the violation escalated. The purpose of Rule Enforcement is not to collect money for the HOA, but more as a deterrent to ensure that the integrity of the community is maintained to the expected standard.

Term limits for Board Members: An owner suggested this to protect the interests of other members. Adding term limits would require an amendment to the By-Laws, whereas the power of the vote is always an option. Any leader can anticipate that some will disagree with their decisions but on a Board of six members there is a respectable measure of diversity and a collective responsibility toward all members of Beresford Commons.

Parking: An owner suggested that the Board have a landscape architect do a test rendering on widening one of the driveways that have garages. There have been two end units in the last two years that have widened their driveways. The Board would consider allowing middle units to do the same if it makes sense, though it was noted that the majority of owners present at the annual meeting were vocally-opposed to taking away green space to accommodate additional parking. It should be noted the builders did not allow for driveway expansion when the community was built, except for end units with the side main entry (Frederick floor plan). However, the Board has discussed allowing all end units this option, as it would not take away a substantial amount of their green space. They will continue the discussion and will advise if this makes sense to maintain property values.

Traffic signal needed: An owner suggested that the community contact the SCDOT to request a traffic light be installed at the entrance on Clements Ferry Road. She mentioned they had encouraged her to relay this message to other concerned community members for consideration.

Owner Satisfaction: An owner suggested that a great many owners feel a substantial discontentment with the Association, however at the Round Table Meeting and during the discussion and voting at the annual meeting, it was apparent that the majority were content with how the Board is handling the Association business. The Board and management always invite owners’ observations even if it is in the form of criticism. Every owner and the management team share the goal of supporting property values and continued excellent quality of life at Beresford Commons.

The Beresford Commons Homeowners Association Annual Members Meeting will be held on August 30, 2011 at the Hampton Inn on Daniel Island, 160 Fairchild Street (216-6555). The meeting will begin at 7:00 p.m. and we encourage all to attend. This will be an excellent opportunity for you to participate in the governance of your community, to ask questions and provide feedback in an informal session following the meeting.

There will be a vote to fill three seats on the Board. Thus far, there have been seven names submitted as nominees. There will also be an opportunity for floor nominations at the meeting. All nominees will be given an opportunity to introduce themselves to the membership prior to the vote.

Pool Furniture

After a recent inventory of the pool furniture it was determined that several of the current pieces were broken or otherwise damaged. These unsafe pieces have been removed from the pool area leaving only a handful of sitting options. However, the Board has approved the purchase of 24 chaise lounges and 10 side tables to accompany the furniture that remains. The new furniture is scheduled to be delivered within the next 10 days.

Culvert Repairs

Many of you have probably seen the crews working on the drainage culverts near the pool. The piping within the culverts was found to have gaps and or leaks causing severe erosion under the surface. These two areas have been repaired and the rest of the community is being inspected. There are currently 3 additional areas that need work as the erosion has caused sink holes to form. PUPS will be on site to mark utility lines in the areas where excavation is necessary. The repairs will be completed as soon as possible.

Round Table Meeting

Pool Rules

Please remember that glass is NOT permitted in the pool area.

All members using the pool must enter with a pool card. Do not prop the gate open or let other residents in the pool area. If you let someone in the pool area they will be considered your guest and you will be responsible for their actions.

Owners with delinquent accounts will not have access to the pool. These cards have been deactivated and will be reactivated when the accounts are brought to a zero balance.

Pets are not permitted in the pool area.

The pool is open from dawn to dusk. Anyone in the pool area outside of daylight hours will be considered trespassers and the authorities will be called.

Sod Project

The Greenery is almost finished with the sod project. The second delivery was delayed due to the rain. They will be back the first of next week with the last delivery. In the meantime they will be watering this sod in the middle of the day every day for at least two weeks.

Pool Access

On behalf of the Association, genuine thanks go out to those of you who have caught up your Association account. Regrettably, there remain some owners still not paid 100% current. Collection procedures are followed at Board direction to secure all balances and hold down Assessments for all property owners.

Pool gate lockouts are part of the process. Remember that if a fob doesn’t work and you let people in, they become your guests and you become responsible for them. It is also important to remember that leaving the gate ajar makes those people your guest and allows unpaid members and non-residents to use the amenities YOU pay for. Plus it is a violation of safety laws to prop the gate.

Your Association asks that you remind all owners of this information if you are approached to open the gate for others. All must arrive with a valid pool access card/fob for access to protect all property owners and the Association. You may refer them to our office at 795-8484

Cain Hoy Controlled Burning

Spring Pine Straw and Flowers

The landscapers are finishing up on some drainage work around the community and will be getting the irrigation started next week. They are confident that all irrigation wrinkles have been ironed out. Landscaping

A drainage proposal has been submitted to the Board for consideration. I recently met with a few of the Board members and the landscapers to walk the property and go over the proposal. It was raining the day we toured the property so the areas of concern were clearly evident. The newly installed gutters have help drainage/erosion issues in many previously noted areas. However, splash guards are still necessary. The erosion issues around the concrete steps in the back of the community will be addressed as well as some other areas throughout the property that continually hold water after heavy rains.

Please remember to clean up after your pets. With the colder weather we have seen an increase in pet waste throughout the community.

According to the Environmental Protection Agency (EPA), pet waste can contain several human diseases and/or parasites and pollute our ponds, lakes, and streams. Our storm water system in Beresford Commons outfalls directly into Beresford Creek. When it rains, uncollected pet waste is eventually washed into Beresford Creek and decays, using up oxygen, and releasing ammonia. Low oxygen levels and ammonia are responsible for fish kills. Pet waste also contains nutrients that encourage weed and algae growth in our storm water ponds and in nearby waterways like Beresford Creek. Overly fertile water becomes cloudy, green, and unattractive for swimming, boating and fishing. Perhaps most importantly, pet waste carries diseases such as Campylobacteriosis, Cryptosporidium, Toxocariasis, and Toxoplasmosis, which make water unsafe for swimming or drinking.

The Beresford Commons HOA appreciates your help in keeping our community free of pet waste. Please use the pet waste stations that have been provided throughout the community. Our goal is to preserve the integrity and value of the homes within your community. Please note that a pet waste violation incurs an immediate fine of $100. If you have any information that will help identify those that are not cleaning up please contact the office.

Waste Collection Reminders

Bulk Waste Pick Up: If you have bulk items, you will need to call Waste Industries at least 2 days in advance to schedule a pickup.

Appliances will be picked up on Thursdays. Also accepted on Thursdays would be metal items, such as a grill, bedrails or bikes, etc.

Furniture will be picked up on the 2nd and 4th Friday of each month. WI does not have a special pickup for misc. items and/or construction debris.

For any items that you are unsure of please contact Waste Industries.

Trash Cans: Regular trash collection is on Friday. Trash cans must be returned to

a location that is not visible from the street by the evening of the collection day.

Christmas Tree Disposal: Waste Industries will collect discarded Christmas trees as long as they are cut into sections that are not longer than 4 feet.

Waste Industries’ Holiday Schedule:

Residential waste collection does not occur on the following days: New Year’s Day, Thanksgiving and Christmas Day. When the holiday falls on a weekday, residential collection will be delayed one day for the remainder of the week. If a holiday falls on a Saturday or Sunday, there will be NO delays.

We have seen a significant increase in dog waste throughout the community since the weather has cooled. Please be sure to pick up after your pet at all times. Pet waste is not only hazardous to the environment, but is unsightly. Be respectful of your neighbors and always clean up.

Pet Waste - The Scoop on Poop!

Did you know that leaving your pet's waste on the ground allows harmful bacteria and nutrients to wash into the storm drain and into our local waterways? These waterways are the groundwater, ponds, lakes, lagoons, creeks, harbors, and marshes that we use to fish, swim, harvest oysters, cast for shrimp, and provide our drinking water.

Did you know that dogs and cats in the Charleston area can produce over 10,000 pounds of pet waste EVERY DAY!!!

WHOSE PET - WHAT WASTE?
We talking about domestic pets - dogs, cats, and even horses. Sure wildlife leaves behind waste too, but it would be too difficult to chase racoons, deer, ducks, rabbits, and other small creatures around all day (OK - cats might be hard to keep up with too)!

Dealing with pet waste is one of those topics that every pet owner must deal with but no one likes to talk about. The fact is that the majority of community and neighborhood pet problems result from the inappropriate handling of pet waste. In addition, pet waste is the greatest source of potential health risk for your pet and your family.

SO WHAT IS THE PROBLEM?
Pet waste carries bacteria, viruses, and parasites. Dangerous microbes like Salmonella, Parvovirus and Coronavirus thrive on feces and when washed into our waterbodies, can pose risks to human health and threaten wildlife.

Pet waste also contains nutrients, that when washed into our waterbodies, causes weeds and algae to grow. This overgrowth of weeds and algae makes the water turn cloudy and green, making it unattractive for swimming and recreation.

Pet waste stinks! - your community and neighbors will be very grateful if you pick it up regularly!

CHRISTMAS and HOLIDAY SAFETY

Christmas and the holidays are an exciting and busy time but with all the joys of the holiday season come potential safety hazards that can cause injury or even death. Help prevent injuries at Christmas and during the holidays by following these tips:

Christmas tree safety begins with the selection and purchase of a fresh tree. When buying a live pre-cut tree, make sure the tree is still alive and healthy. A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break. Pull on the needles. The trunk should be sticky and the limbs should be very flexible. Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.
When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood. This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.
Keep your tree well hydrated. Keep the water in the stand well above the fresh-cut bottom of the trunk.
Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents.
When purchasing an artificial tree, look for the label “Fire Resistant”.
Unplug the lights and decorations when you are not home.
Check each set of tree lights for frayed wires, broken bulbs and loose connections.
Never run electrical cords under the carpets or rugs, over nails or in traffic areas.
Before using lights outdoors, check labels to be sure they have been certified for outdoor use. To hold lights in place, string them through hooks or insulated staples, not nails or tacks. Never pull or tug lights to remove them. Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks.
In homes with small children, take special care to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them.
Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.
Use care with “fire salts”, which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.
Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.

Rules and Regulations Update

The Parking Rules have been updated. The new parking rules are listed below. The revised Rules and Regulations will be distributed to owners via USPS within the next couple of weeks.

Parking Rules:

1. Owners/Residents shall have the use of two permanent parking spaces. For units that have a garage, these two spaces are the garage and attached driveway only. For units without a garage, you will be assigned two marked spaces.

2. Guest/Visitor spaces are for use by guests/visitors only, not additional resident parking. Guests/Visitors are defined as anyone staying for two weeks or less or visiting infrequently. Should you have a guest/visitor who plans to stay longer than two weeks, please contact the Board and /or Management Company.

3. Parking spaces in front of the pool are primarily for use by residents while they are using the pool.
Guests/Visitors may also utilize the spaces at the pool as visitor parking overflow. However, residents may also use these spaces as a means of additional permanent parking.

4. At their own risk, residents and guests/visitors may park along the street/curb, during daylight hours, being mindful not to park on the lawn (in whole or in part) or block mailboxes, driveways or other parking spaces. However, no one should not park along the street as a means of additional permanent parking. There is no parking whatsoever along the street/curb between the hours of 12AM-6AM.

5. Parking in unpaved areas, on sidewalks and on the lawn (in whole or in part) by residents, visitors or service personnel is strictly prohibited. Any damage caused by parking in prohibited areas will be directly billed to the offending resident.

6. No commercial vehicles shall be parked on the property. A commercial vehicle is defined a vehicle with visible tools and/or supplies (wood, pipes, ladders, etc.). This also includes any oversized vehicles (flatbed trucks, wreckers, etc.). Public safety vehicles are exempt, as long as the vehicle is located in one of the resident’s two designated spaces. Commercial vehicles are also defined as any vehicle containing a logo larger than 2 x 2 feet in dimension. Properly sized logos must be on the painted portion of the vehicle, must not contain inappropriate or offensive language, and must match the overall color scheme of the vehicle. For the purposes of this rule, logos are defined as any company name, advertisement, pictures, or other depictions determined by the Board. Any vehicle (of an owner, occupant or visitor) in violation of these rules will be subject to monetary fines and/or towing 24 hours a day without warning at the owner’s risk and expense.

7. RVs, boats, trailers of any kind, etc. shall not be parked on the property. These items are permitted in a closed garage. However, using a garage for such storage does not entitle the resident to an additional parking space elsewhere.

8. All parked vehicles must be able to operate under their own power, be properly maintained (no broken windows, flat tires, etc.) and display a current and valid license plate.

9. Changing and disposal of motor oil or other vehicular fluids anywhere on Association property is prohibited. Repairs and maintenance of vehicles anywhere on Association property is prohibited.

10. Storage pods may not remain on the property for more than ~~72 hours~~ 7 days. The pod must be contained within one of the resident’s two parking spaces. They may not be placed in the street, on lawns or sidewalks.

11. Any vehicle (of an owner, occupant or visitor) in violation of these rules will be subject to monetary fines and/or towing 24 hours a day without warning at the owner’s risk and expense.

12. Any vehicle (of an owner, occupant or visitor) parked in such a manner as to prevent the towing of another vehicle that is in violation of these rules will be subject to towing 24 hours a day without warning at the owner’s risk and expense.

Community Updates

Gutters are being installed on the rear of the units in the front half of the community. Unfortunately, when the community was built the developer failed to install gutters. This has been as issue with the landscaping. The new gutters should provide relief for the grass behind the units.

The replacement plants have been installed and the pine straw application is complete.

Halloween Safety Tips

HALLOWEEN SAFETY

TIPS FOR TRICK-OR-TREATERS

§ Carry a flashlight with you for visibility.

§ Always stay in a group with an adult!

§ Never enter a stranger’s house or car for a treat!

§ Always walk on the sidewalk. If there is no sidewalk, walk on the grass away from the street.

§ Look both ways before crossing the street and if you are wearing a mask take it off.

§ Wait until an adult can check your candy before you eat any of it.

§ Only accept treats from neighbors or friends you know!

TIPS FOR PARENTS

§ Plan costumes that are bright and reflective! Consider adding more reflective tape to

costumes + trick or treat bags.

§ Always carry flashlights.

§ Masks can limit or block eyesight, consider makeup or cut the mask eyeholes bigger

so they can see. Remind children to remove their masks to cross the street!

§ We recommend that children do not use props like guns, knives, or swords.

However, if they are used, make sure they don’t look real!

§ Clear hazards from your property. Remove obstacles such as flower pots and garden

hoses, so children won’t trip on them rushing from house to house.

§ Remind your children not to eat the candy until an adult has checked their treats!

§ Your child’s school may be having a Halloween party. Call the School and ask.

§ Please explain to children the difference between tricks and vandalism.

TIPS FOR BUSINESSES/MOTORISTS

§ Heighten your awareness and be cautious of purchases that may have the potential

to cause personal injury or property damage – such as paint ball guns or large quantities of eggs.

§ Drive slowly and cautiously through your neighborhoods. Remember children may not look before crossing the street.

Please report any suspicious activity immediately to the local law enforcement agency. As always in an emergency call 911. Have a Safe and Happy Halloween!

Hot Water Heater Information

Several owners have experienced issues with their hot water heaters. Some residents have done research and discovered that the hot water heater warranties will expire in 2011. The company that installed the original water heaters is American Water Heater. They can be reached at 1-800-999-9515. Below are descriptions of two homeowners’ experiences dealing with bad water heaters.

As for my experience with the water heater going bad, here goes:

"In December of 2009, my second floor ceiling started "raining". My husband went up in the attic and found that when turned on, the water heater was shooting water from the top like it was a fountain in a pond. I knew that the labor was out of warranty but the water heater still had a warranty. Speedway Plumbing was the subcontractor that plumbed my unit and they are no longer in Charleston. (They are still in business but only in Charlotte, NC.) So I called the 1-800 number from the website and they told me it would cost me $100 to have a new one shipped to me because no one in Charleston carries the American Water Heater brand. It took aprox 10 days to get. They did not ask me to send the bad one back. My brother in law installed the new one so that cost me nothing. So 10 days of taking showers at my office, $100 freight and the sheetrock repair was what it cost me."

Another owner experienced a similar disaster, but her story ended differently. She was told that American was bought out by another company because the company she contacted couldn't find anyone in Charleston that sold them. They purchased another heater at wholesale and told the homeowner that these were the guys that replaced American which was untrue. The homeowner was charged $800. She is in the process of trying to get some of her money back.

One owner called a plumber to inquire about the cost of ONLY installing a new water heater. She was told that the cost of labor for two men for three hours to put the water heater in the attic, install it and remove the old one it would cost approximately $400.

Hurricane Preparedness

The tropics are active so it’s a good time to review some important hurricane preparedness tips.

YOUR OUR HURRICANE PLAN:

_ Have a practice drill to determine what everyone’s responsibility will be.

_ Check all fire alarms, smoke alarms, etc. for proper operation.

_ Know your evacuation routes and determine which route you will use should an evacuation order be issued.

_ Determine in advance your evacuation destination. If you will not be staying with a friend or family member, make hotel reservations at this location as soon as a “watch” is issued. Remember, that during an evacuation several towns may be evacuated at the same time and hotels will fill up quickly in all surrounding areas. Reservations can be cancelled.

_ Make a decision about vehicles. If you have more than one vehicle and will not be taking all of them with you determine where the other vehicles will be left during the storm.

_ Make a decision about boats and other recreational vehicles.

_ If you have pets, determine whether they will evacuate with you or be placed in a shelter.

_ Have a list of phone numbers, such as family members, doctors, employers, insurance company’s, etc.

_ Make arrangements for extra cash on hand.

_ Catalog all personal items NOW. Include description (brand name, model number, age, purchase price, place of purchase, etc.) Take a picture of everything and make two copies of the pictures and lists. Keep one copy with you and send the other to a relative or friend out of town. Never give the insurance company the only copy.

_ Have a secure place for all valuables & documents that you will need to take with you, such as birth certificates, property deeds, insurance policies, etc.

_ Determine an out-of-town person who can be a “point of contact” to communicate messages if communications are down for an extended period of time.

_ Prepare and maintain a “Hurricane Kit” (a list of recommended supplies is included). It is recommended that you have approximately 7 gallons of water for each person and food supplies for a minimum of 2 weeks.

_ Check all flashlights, battery operated radios & TVs, and other supplies in your “Hurricane Kit” for proper operation.

_ Evaluate your home to determine if you can make improvements that will provide better protection. If you have an older home, getting a professional opinion about updated building codes, etc. may be helpful in determining beneficial improvements.

_Secure any porch/patio furniture

AN IMPORTANT NOTE:

All public safety operations in the field will cease once the winds reach a sustained speed of 60 mph. These conditions are risky to the safety of law enforcement, fire and EMS personnel. If you have an emergency during this time, if you are stranded by rising water or if you have chosen to ignore the evacuation notice and then change your mind, once the winds reach this thresh-hold, public safety personnel are not going to be able to assist you. However, the Emergency Operations Center (EOC) will remain operational and as long as you have telephone service, information can be received from the EOC to help you until someone can reach you after the winds calm down. WAITING TO LEAVE MAY JEOPARDIZE YOUR LIFE AND THE LIVES OF OTHERS. Once the wind speed reduces to below 60 mph, public safety crews will once again respond to emergency call.

Cleaning Your AC Condensate Drain

The most common method of cleaning, is to gain access to your drain line... whether that is within a cleanout or from inside the evaporator coil drain pan, and simply flush the line with either compressed air or a water hose, forcing everything from the inside to outside. (Never flush water from outside the home, to the inside of the unit, a mess will occur!)

If you don't have access to an open end of the drain from inside, you may need to disconnect or cut the drain line to perform the cleaning. This should be done at least once every year and more often in areas where you use air conditioning more than 6 months of the year! Doing so will prevent the AC drain from leaking water into the home!

AC Drain Clean Out

If your home is equipped with a central air conditioning system you may have noticed a drain line on the outside dripping water near the air conditioner. This line drains condensation from the inside air handler to the outside. If this line clogs (usually from algae) it can cause water damage inside the house.

You can prevent a clog by simply pouring a cup of household bleach into the line from the inside. To remove a clog once it has occurred, attach a wet/dry vacuum to the drain line outside (removing the paper filter first) and suck the clog out.

Annual Meeting

The Beresford Commons Annual Members Meeting is scheduled for Thursday, August 19^th. The meeting will be held at 7pm at the usual location-The Daniel Island Hampton Inn. A meeting notice was mailed this week with all of the details. There are three seats up for election. All three of the current Board members with expiring terms will re-run in this year’s election.

Irrigation

The irrigation has been out of commission for the last couple of weeks. Due to the recent dry spell, the pond levels are extremely low. This is evident all over Charleston. The shallow level makes the water more penetrable to sunlight increasing algae growth. Algae clogged the line and burned out the flow sensor. The intake line that carries water from the pond to the irrigation system was “hard plummed” into the shallowest portion of the pond. A new flow sensor was installed today. The intake line was moved to the deepest part of the pond which is where the fountain is located. The aerated water also ensures minimal algae growth so the likelihood that there will be an issue in the future is slim. Additionally, a spin clean will be added to the intake line. The spin clean is a water propelled devise that clears the water of debris at the intake site. The spin clean was installed yesterday. The algae was raked from the pond this morning and the ponds will continue to be treated. All the irrigation work will be completed today and the system will be working again beginning this evening.

Running for the Board-Do I Have What it Takes?

If you’re considering running for the board, we ask that you take a few moments to ask yourself the following three questions:

Do I have the time?: As a board member, you will need to devote at least several hours of your time each month to association business. In addition to regular monthly board meetings, you will need to be active in email discussions and occasional special meetings. During special projects, you may need to spend a little extra time on association business. Some board members may also spend a little more time than others if they work with a committee

Can I make tough decisions when it’s required?: The primary role of the board is to conduct the business of the association. This doesn’t just mean approving the budget, but also developing and enforcing policies. Board members are required to step outside their immediate circle of family and neighbors and make decisions based on the greater good of the community.

Can I do all this and have fun, too?: It isn’t all about policies and tough decisions. Our community is only as good as we make it, and establishing and maintaining a sense of community is a part of a board member’s responsibility. Planning and attending functions such as our picnics and being a presence in the community are as important as any policy decisions you may make.

Being a board member can be frustrating at times, but it may also be one of the most rewarding ways you’ll find to volunteer your time. If you’re interested in running for the board or would like more details about board’s responsibilities, please contact the manager or a current board member.

Assessments

Association members who pay their assessments late or not at all come up with some very interesting excuses. Here’s half a dozen of the most common, and why it’s smart not to use them.

Excuse #1: “I didn’t get what I paid for.”

“My building hasn’t been painted in five years! I’m not paying another cent until some basic maintenance gets done.”

“The power was out for three days during the storm. I’m withholding a pro-rated amount from my assessment check.”

You have a right to require the association to perform its duties, and various legal channels exist to accomplish this. Withholding assessments is not one of them. Your obligation to pay assessments has nothing to do with the association’s obligations to provide maintenance and service. If you withhold your check or pay a reduced amount, you’ll become delinquent, and that leads to late fees, and actually makes your situation worse.

Excuse #2: “You didn’t bill me.”

“I didn’t get an invoice.”

“You didn’t tell me I was behind in my payments.”

Many association governing documents neither require the association to send invoices nor provide advance notice of payments due or past due. However, associations are required to send the approved budget to each owner annually and we do just that. When the association approves and sends the budget each year to our members, it contains notice of the amount you must pay annually. If you’re ever unsure about the amount or the due dates, just call the management office.

Excuse #3: “You can’t do that!”

“These people have no right to make me pay for neighborhood upkeep.”

“If they think I’m paying those outrageous late fees and interest, they’re crazy.”

Actually, the association not only has the authority, it has a duty to all owners to collect assessments. This authority is established in the governing documents and the state’s common interest ownership statutes. When you moved into a community association, you agreed to abide by those documents—and that includes paying assessments.

Excuse #4: “I never use the recreational facilities.”

“I don’t play golf, and it’s an expensive game. I shouldn’t have to pay to maintain the course.”

“I’ve never been in the fitness center, and I don’t plan to ever use it. Why can’t you pro-rate my assessments accordingly?”

Admittedly, recreational facilities are expensive to operate and—for some associations—represent a good chunk of the budget. Nevertheless, most declarations specify that even if you don’t use the association’s amenities you’re still obligated to pay for their upkeep.

Many of our residents moved into this community specifically for the recreational amenities; they’re willing to pay for them because they take full advantage of the opportunities they provide. Even if you’re not using some of the amenities, they make the community more desirable and the homes in the community more valuable. If you’re not using the facilities, perhaps you should consider whether this community is the best fit for you and your needs.

Excuse #5: “I paid in full.”

Sometimes the association receives a check that says “paid in full” in the memo section—but it isn’t. Or the check will arrive with a letter or note, stating the check is “payment in full,” or it covers all charges through a certain date. Nice try. If you still have an outstanding balance, we’re not going to cash your check. We’re going to return it to you. This will put you further behind in your payments and just cause more late fees.

Excuse #6: “The fees are too high.”

Assessments reflect the actual cost of maintaining all common elements in the community. If you owned your home outside the association, you would have to pay individually for all the same expenses your assessments cover—trash removal, water, landscaping, and so on. In fact, you’re actually spending less on assessments because the association has bulk buying power, and you’re getting more because the common areas provide amenities that you likely could not afford on your own.

Legitimate Reasons, not Excuses

When association members lose their jobs or become injured or ill, the association board understands that arrangements need to be worked out for paying assessments. If you have a legitimate reason for falling behind and you need to work out a payment plan, please call the manager. The board considers each situation individually, and will to try to accommodate you special circumstances.

Landscaping and Irrigation

There has been a great deal of progress with the irrigation over the last few months. After many hours of investigation The Greenery discovered several problems including broken heads, too few zones, a problem with the irrigation clock. They have added a couple of zones where needed, replaced the broken heads and are working to resolve the clock issue which should be the last item on the list of repairs. Once it has been confirmed that all of the irrigation is working properly, The Greenery will begin to install plants and shrubs in front of the buildings that are in need of replacements. The proposal has already been approved by the Board. The drainage issue between Doane Way and Kelsey Blvd has been addressed and the sod has been replaced. The pond bank on Doane Way will be stabilized with Weeping Love Grass.

A/C Unit Spring Maintenance

Spring A/C changeovers are coming as things heat up. Remember that all air conditioners have one or two drip pipes which usually go to the outside of your home. A “wet-vac” applied to these pipes is a good idea to draw out accumulated algae growth. Most units have a cap on the pipe near the “P-trap” at the indoor unit. The cap can be opened and a bit of bleach or a chlorine tablet can be added to prevent clogging.

The Charleston Police Department would like to remind residents and merchants that it is always important to lock your vehicle and to leave it empty or secure valuables from view.

In recent weeks there have been sporadic incidents of thefts from vehicles in all areas: neighborhoods, apartments, shopping areas... Almost all of these involve vehicles left UNLOCKED with valuables inside (I-Pods, GPS, wallets, purses, etc.) at least one car was stolen at a convenience store, left running while the owner went inside "just for a minute".

There have also been several burglary reports of different sorts, including several to sheds and garages. This time of year there is high demand for lawn equipment and some unscrupulous persons would be willing to buy/use possibly stolen tools, or may even steal them themselves.

Put good locks on storage areas and photograph / record your tools' serial numbers to more readily reclaim them if we locate them.

Landscaping

We have seen a significant improvement in the landscaping services this winter. We are confident that this will continue through the growing season and look forward to working with the Greenery to resolve some of the ongoing concerns of the residents.

Weeds-The unusually cold winter is having undesirable effect on the turf. In particular, winter weed species are thriving and some grass species may take longer this season to emerge from dormancy. The result will be patchy-looking and weedy turf. The Greenery has sprayed the entire property and we should begin to see the weeds die off and the green grass growing over the next few weeks.

Landscape Plan-The Greenery has put together a comprehensive landscape plan to create a more uniform look in the front of the units. You will notice that some buildings have a tremendous amount of plant life while others are empty. The plan, if approved, will be done in phases over the next several months.

Erosion-There are areas near the stairs on several units that are washed out due to the runoff from the downspouts. The Greenery has submitted a proposal to alleviate this issue. We hope to see this project accomplished within the next couple of weeks.

National Association of Letter Carriers Food Drive

National Association of Letter Carriers Food Drive occurs every year on Mother’s Day weekend. This is the nation’s largest one-day effort to help needy families. All of the food that is collected, last year it was 100,000 pounds, comes to the Lowcountry Food Bank. It’s so easy to donate. Just leave a bag of food at, in or by your mailbox and the letter carrier will pick it up and bring it back to the local post office.

Recycling and Pool Information

Recycling: The Association's contract for trash collection does not include recycling. However, individual accounts can be set up by calling Waste Industries at 875-4900. The cost for the recycling is $5.00 per month but does not include the cost of the recycling container. Waste Industries will provide the 18 gallon recycling container at an additional cost.

Pool Gate: The pool will be open from April 1^st through September 30^th. Last spring, a key card system was installed on the pool gate. The management team has been instructed to disable key cards of those units that have delinquent accounts. This is one of the new collection methods that resulted in several delinquent accounts being paid in full. Once an account reflects a zero balance the key card is reactivated and pool privileges are reinstated. Homeowners should notify the management team when their accounts have been paid in full to initiate the process of reactivating the key cards that have been disabled. If you have misplaced your key card you must notify Community Management Group immediately to deactivate the card. A new card can be purchased for a cost of $35.00. Only one card will be issued per unit.

PORCHES-On the front porch, you may have outdoor furniture consisting of no more than two chairs and a small table (including rockers and benches). The furniture must be neutral in color and made of wrought iron, other coated metal or painted/stained wood. There should be no plastic, upholstered fabric, beach or football chairs, etc. (excluding cushions). Furniture must be in good repair, well‐maintained and clean.

Unsightly outdoor storage of personal property shall not be kept on porches, patios or yards (front or rear).

LAWNS-No household furnishings, equipment, lawn furniture, grills, lawn ornaments or flags, or other personal property are allowed in front of a unit. No children's play objects or bicycles shall remain outside the front of a unit overnight or for extended periods of non‐use.

PETS-Dog owners must keep their dogs on a leash and under control at all times. All pet litter must be removed by the owner or guest immediately, regardless of weather conditions, from the area surrounding their unit and from all other areas of the community.

PARKING-Visitor spaces are for use by visitors only, not additional resident parking. Visitors are defined as anyone staying for two weeks or less. Should you have a visitor who plans to stay longer than two weeks, please contact the Board and /or Management Company.

Did you know that leaving your pet's waste on the ground allows harmful bacteria and nutrients to wash into the storm drain and into our local waterways? These waterways are the groundwater, ponds, lakes, lagoons, creeks, harbors, and marshes that we use to fish, swim, harvest oysters, cast for shrimp, and provide our drinking water.

Did you know that dogs and cats in the Charleston area can produce over 10,000 pounds of pet waste EVERY DAY!!!

WHOSE PET - WHAT WASTE?
We are talking about domestic pets - dogs, cats, and even horses. Sure wildlife leaves behind waste too, but it would be too difficult to chase raccoons, deer, ducks, rabbits, and other small creatures around all day (OK - cats might be hard to keep up with too)!

Dealing with pet waste is one of those topics that every pet owner must deal with but no one likes to talk about. The fact is that the majority of community and neighborhood pet problems result from the inappropriate handling of pet waste. In addition, pet waste is the greatest source of potential health risk for your pet and your family.

SO WHAT IS THE PROBLEM?
Pet waste carries bacteria, viruses, and parasites. Dangerous microbes like Salmonella, Parvovirus and Coronavirus thrive on feces and when washed into our waterbodies, can pose risks to human health and threaten wildlife.

Pet waste also contains nutrients, that when washed into our waterbodies, causes weeds and algae to grow. This overgrowth of weeds and algae makes the water turn cloudy and green, making it unattractive for swimming and recreation.

Pet waste stinks! - Your community and neighbors will be very grateful if you pick it up regularly!

2010 Assessments

To meet financial requirements, Beresford Commons has an operating budget which is carefully followed and funded by member assessments. The Board and Community Management Group were able to successfully renegotiate several vendor contracts and cut certain HOA expenses for 2010. We were also successful in negotiating an independent contract with a better rate for complete trash collection throughout the community, saving each homeowner $4 per month or $48 per year. However, with the inclusion of this service and a substantial increase in water expenses from 2008 to 2009 it is still necessary to increase the monthly assessment for the 2010 budget year from $230 to $238. Please note the increased water expenses are directly related to residential use and unaffected by the irrigation system, which is not a metered water item, but instead pulls directly from the retention ponds on the property. As a reminder, we ask that everyone remain mindful of their water usage so we may avoid future increases attributable to this expense.

The landscapers have been working this week and last on the final pruning of the hedges and the fall pine straw application. With the spotty weather this week they may be somewhat delayed in mowing of the lawns. Insurance: When the insurance policy renewed in April, Community Management Group was able to secure a more comprehensive package at a significantly reduced rate. With this cost savings, the Association was able to increase the flood coverage from $250,000 per building to $250,000 per unit.

Trash Collection: In May, the Board of Directors was able to negotiate an independent all inclusive contract with Waste Industries. This new contract has lowered your costs from $144 to $96 annually. Additionally, the services provided have been amended to include the removal of all trash left on the street not just what is placed in the cart which was previously the case.

Tree Removal: This spring an arborist was contracted to survey the property for potentially hazardous trees. Upon inspection of the community it was discovered that there were 11 dead trees that posed a potential risk of damaging the property in the event of a high winded storm. All 11 were removed without incident.

Pool Gate: This past spring, a key card system was installed on the pool gate. The management team has been instructed to disable key cards of those units that have delinquent accounts. This is one of the new collection methods that resulted in several delinquent accounts being paid in full. Once an account reflects a zero balance the key card is reactivated and pool privileges are reinstated. Homeowners should notify the management team when their accounts have been paid in full to initiate the process of reactivating the key cards that have been disabled

Holiday Decorations: Please remember that holiday decorations must be removed within 7 days following the observance of the holiday with the exclusion of Christmas decorations which can remain in place until January 15^th.

Christmas Tree Removal: Waste Industries will remove discarded Christmas trees left on the street as long as they are no more than 4 feet in length. Any tree larger than 4 feet must be cut in half.

On Friday, October 2, 2009 at 3:50 p.m. the United States Air Force will perform a low level fly-over of the Citadel Parade Grounds. A C-17 and a B-25 will fly at low levels over James Island, West Ashley and peninsula Charleston. Citizens shouldn’t be concerned about this event. This information was provided to the Charleston Police Department by the USAF Public Affairs Office.

Speed Bumps

At the Annual Members meeting several of the owners commented on the speed bump situation. Many of the comments focused on the fact that the speed bumps were hardly visible after dark. It was determined that the best solution to this problem is to paint the white stripes on them as well as add reflectors. The work is being completed this week.

Pool Schedule and Trash Assessment

Please note that the pool schedule is from April 1^st through September 3oth. The pool furniture will be stored for the winter and the pool will be closed during the months of October through March.
